The framework of the ICP program is based on 16 Best Practices in Planning. These best practices were collaboratively developed from lived experiences of program staff and subject matter experts from across the fields of emergency management and victim services. Each best practice defines a necessary component of an effective response to criminal mass violence and domestic terrorism (CMV/DT) incidents and is listed according to the chronology of a response effort.
